odd material

For a summer/fall skirt, the material is oddly stretchy and heavy. Also the frilly seams flop over to reveal the white side of the fabric, making the skirt look like a birthday cake. I’m bummed because the print looked so pretty online. I was hoping to buy a few colors if this one worked out.
