Beautiful but weird sizing

I loved the way these shoes look (very princess like) but the sizing is off. My daughter is a size 2 M but the correct size was at least 2 sizes bigger. I returned and tried size 1 M but still too big. First time buying this brand so not sure if it is a general issue.
