Vendor is a scammer

Wrong size hat was sent. Vendor is a scammer. This is not sold from Nordstrom but a 3rd party who is sending the wrong items to customers. The one I received was already returned once based on the receipt in the box and apparently then resent to me despite being the complete wrong size.
