bad fit. possible injury for toy breed

I have a 6 lb long-haired Chihuahua. I measured his neck and chest with my tailoring tape measure. According to their size chart, he should have fit a Small; according to their weight suggestions, he should have fit an XS or Small. The XS was too small. The Small was okay (I was hoping his dense hair would make it fit), but in just under two weeks, the Velcro was destroying the nylon under the buckle because neither size was a great fit. Also, the front loop might actually break your toy breed's leg if they try to run too fast, because the loop is TOO LOW. It should definitely be closer to the neckline. I have a $10 harness that has lasted longer than this one. DON'T bother if you have a toy breed unless they are 4 lbs. I was fine with the price because I thought he would have it for his entire life, but I'm not sure why companies can't get the fit right. I have one by Voyager that works so much better.
