Cute but odd fit

I really wanted this dress for an upcoming Italian vacation in Sicily. Unfortunately the dress has an odd fit. The top was way too big around and I am a 38D. The dress was snug around the midsection, the hips fit fine. The material is extremely stiff and hard. I am so disappointed. I thought about having the top altered to fit but it was uncomfortable to wear.
