Adorable dress but very small in the chest!

This is a fun dress. I am usually a small. I tried it on and it was so tight in the chest I could hardly get it on. So I bought the medium without trying it on. When I got home I realized it was just as tight in the chest as the small. I tried to order a large but it wouldn’t be delivered by the time I wanted to wear it. I went to the store to return it and saw they had an xl. Out of curiously I tried it and it fit perfect! I’m a 36c and weigh 120 lbs for reference .
