EXTREMELY high waisted

The elastic waistband for size 14 is 29" so it is hard to pull up over my widest hip area. The high waist goes above my ribs (and I have a long torso) so they will need to be rolled down a bit. The package did not have a Nordstrom return address so maybe third-party? The lattice detail below the knee is nice, though.
