Cutout Trim Sleeveless Cover-Up Maxi Dress

I’ve been searching for a light and flowy maxi white dress to wear on vacation. This could’ve been it but it’s VERY large, especially on the top half. I have a few Elan pieces that I wear specifically as cover ups and all are either size small or x-small because they tend to be roomy (as any cover up should be). I’m 5’5’ and 132lbs with a slender build. The length here was perfect and the bottom was flowy and not excessive material. However, the top half was huge and when I tried tightening the waist string, just made it bunch up. I think even if I just wanted to use this as a cover up for a swimsuit and not as a dress, it would look like a mumu.
