Belted Cotton Chambray Midi Dress

This is a cute dress in person. But, it runs smaller than expected in the shoulders, bust and upper waist area. From the waist down, it was as expected, even a bit generous. I'm going to try to size up to see if that works as it has a nice drape to it and I like the wash/color. The only other issue was that it had two random scratches (or bleached out stains) next to each other on one of the bust pockets. I don't think this was intentional distressing of the fabric, so I'm also hoping the sized up one I ordered does not have this.
