who makes their sizes?

I am 5 ft 6 inches, 140 pounds. I wear a size 10 top. 34D bra. I ordered the XL extra large so I would have room to wear a shirt underneath. Well, I couldn't even close the front of it by about 4 inches. It's really cute and a good price but tiny.
