Too Small on Top

I am a consistent size 16/XL. This dress could not zip up in the back (from bra to neck), although the waist and skirt fit fine. It was the bust and shoulders that were too small for me. Disappointing since its a cute, casual dress & A-lines are usually easy to wear.
