Loose through the ankle

These fit true to size in the foot, but the ankle area is so ample that my heel lifts right out of the boot when I walk. My size 9.5 pair has a 9.25" shaft and a 12.5" calf circumference, larger than stated in the description. I'm on the hunt for a closer-fitting boot.
