Sizing is way off

It looked like I was wearing my father's jacket! I followed the sizing guide, which indicated a size large. I ordered down one size per the instructions. I was swimming in a medium. Even a small would be too big for me, and there is no XS. Sadly, it's going back.

Hood does not stay up

I like the color and fit of the jacket but that is where the positives end. This has to be the worst rain coat I have ever owned. The hood will not stay up making it a pointless feature.
