Perfect... for Petites
At 5'4" I generally plan on hemming everything. Having said that, it was quite a treat to need no alterations whatsoever, which is why the 5 stars.... Good stretch works on curvy body too. Once washed and line dried, the flare doesn't look as exaggerated as in the photos.

My usual 28 is skin tight so depending on your preference maybe size up
