Tara Tie Strap Minidress

I am assuming this was a used dress, although it arrived clean, it arrive without any packaging or tags on it. The two bows at the top were really long and awkward and I could not get them to sit properly. I want to return the dress but because there are no tags or packaging it leaves me in an awkward spot as if I had worn the dress and was then trying to return it. This is not what I expect from Nordstrom. If you could figure out what to do with the long and thick tie it would be nice.
