Penultimate Eyeliner is a liquid pen-style liner that provides the ultimate precise, bold line in a rich, deep, carbon black shade. It goes on fluidly in one steady stroke and dries quickly. The long-wearing formula lasts for up to 12 hours and is flake-proof, smudge-proof and transfer-resistant.
How to use: Apply to dry and grease-free lids. Remove with your makeup remover.
