They changed the description
I bought this twice and was expecting to receive 2 pieces because it was initially posted as a set. I called customer service and they said it was an error and they sent a note to the warehouse to fix the description. It is fixed now, but that's where all the comments came from about it being a set. It is a great shrug if that's all you are looking for.

just read the description
It literally says that it’s just the top and that the base layer. There’s also no mention of it being a set so idk where the previous reviewers got that idea.

I thought I was buying a set but only the top part came. Very disappointed the purchase was a gift. I never saw where it was only the shrug
