Welt Pocket Wide Leg Jeans

I am 5’2” 133lbs, 34DD & I wear a xs or small on top and a size 4 petite on bottom. I thought these pants were cute and although they are not petite, the description listed the inseam as something my 5 foot 2” self would love, so I ordered them in my normal size 4P according to the size chart, the 4P are very big on me! I’ll also mention that I’m a millennial and like for my pants to fit snug on my waist, I’ve never been able to get into the new fashion of baggy jeans, I don’t want my clothes to age me so I thought these fitted at the waist and wider leg model would be just the perfect thing and they may be, but I wouldn’t know cause when they came, I was swimming in them which is mind boggling because I have an old fashioned tape measure and if I wrap it around my waist, it measures 28” with no pulling, 27” if I pull a bit. I figured surely if I buy a 27 it’ll fit perfectly, nope, I had like 3 fingers room in the pants, I wonder if the 2P would even fit right, I’d size down at least 1 size for sure, vanity sizing has gotten out of control, please bring back proper sizing
