Emma One-Shoulder Ruched Asymmetric Dress

It’s a cute dress, but unwearable. This dress arrived without the side circle properly hemmed— it is just a massive hole that drops well below my underwear line and exposes half my body (not in a good way). Im unsure if I’m missing something but what arrived is not what is pictured. I’m extremely confused why this dress didn’t come with a gather stitch on the side hole as shown, or why they would send me a dress that is not wearable. What a waste of my time and money. If someone from Nordstroms cares enough to reach out, I’d like to know if this is how the dress was supposed to be made?!
