High Waist Stretch Organic Cotton Pants

Normally I wear a Small in EF, last time Extra Small. These were reviewed as smaller than expected so I ordered both Small and Medium. I thought the waistband would sit at my waist, not at tummy level, just below the navel. I couldn't even get the Medium completely pulled up, much less zipped. Tight through the thighs as well. The label called the fabric twill, which I think of as medium weight. This fabric is light-to-medium and arrived with deep creases that would take strenuous ironing to remove. It also had a slightly rubbery feel reminiscent of jeggings. The zipper was the cheapest looking one I have seen in a long time, especially for a stretchy garment. What went wrong here?
