Not cotton
This jacket is polyester. It is, essentially, a cute windbreaker. The cuffs is elastic but very wide. Would have to push the sleeves up to your elbow to get it to stay in place.

Beautiful color but not stylish
Love the color and ruffled detail around the collar but it’s a boxy and ill-fitting lightweight jacket.
