Why would anyone spend this much money on a cotton blend that barely has any cotton.

Trench coats are typically made with cotton-poly blends on purpose, the polyester improves structure, durability, and water resistance, while the cotton keeps it breathable. This isn’t meant to be a cozy natural-fiber piece but tailored outerwear. Whether it’s worth it really depends on what you value.
