Weird fit—not true to size

I ordered a size up for a roomy fit. That didn’t work out well. The fabric and color are nice, but the fit is odd. The sleeves are tight. I couldn’t push the sleeves up my forearms when I wanted to. Also, the neck is tight. The body of the sweatshirt is okay in the shoulder area, but tight in the chest, abdomen, and the ribbing at the hips is tight. Disappointing, because Caslon items are usually nice.
