I’m short-waisted, and the small-sized briefs came over my breasts. To make them work, I would have had to roll them down, creating a bulge at my bra line.

Nice but Small fit - Returned
This Basic Shaping High Waist Brief fits very small. The material is awesome! I wear size 8 pants and typically a Medium size shaper is perfect. I'm really not sure what size I need in this. Otherwise I love it. By the way if you are short waisted it may fit a little long if you wanted to stretch tight to below bust.
